California Sweeps Ban Close
AB 831 cleared the Senate and is now on Governor Gavin Newsom’s desk. The Assembly sealed it on September 12, 2025 with a 63–0 vote, the final day of session. All signs point to a signature, which would ban sweepstakes casinos in California from January 1, 2026.
Industry reaction
The Social Gaming Leadership Alliance (SGLA) warned lawmakers they’re walking away from a regulatable, taxable vertical with real economic weight. Suppliers have already started to retreat. After a civil enforcement action from the LA City Attorney that named Stake.us and several vendors, big studios paused California exposure. Pragmatic Play went further and said it would no longer supply sweeps casinos at all.
Why this matters beyond California
California isn’t a side market. Independent estimates put the state at about one-sixth of U.S. sweeps casino purchases. If AB 831 becomes law, the shock runs national. Montana, Connecticut, and New Jersey have recently banned sweeps casinos. New York and Nevada have squeezed the model with existing laws. A California ban would be the largest hit yet.
Timing and penalties
The Legislature has adjourned. Newsom has 30 days to sign or veto. Most watchers expect a signature. If that lands, operators, suppliers, and partners have a short runway to unwind California activity before January 1, 2026. The bill makes operating a sweeps casino a misdemeanor, with $1,000–$25,000 in fines and up to one year in county jail. It also targets the support stack. Payment processors, geolocation firms, game providers, and affiliates can be held equally liable if they knowingly support a sweeps casino in California after the law takes effect.
What we expect in practice
Mass non-compliance is unlikely. When other states passed bans, sweeps platforms geo-restricted access or shifted players to Gold Coins only. The pain point is Sweeps Coins, which can be redeemed for prizes or cash. That’s what most states object to. Even in California, expect some operators to keep a pure social casino experience live while they rework strategy.
